Fire Rescue is a room-by-room triage. Fire spreads across three buildings. Tap a room, then Rescue or Douse. Rescue works when people are still there and the flame is under 3. Douse spends water to cut two flame steps. A room that burns out with people inside counts as a loss. Four losses end the night. You cannot tap an empty hallway and hope — the action applies to the selected room.
